The ownership battle over the multi-billion-naira River Park Estate along Airport Road, Abuja, has entered a new and dramatic phase, following a High Court order halting all activities on the contested land and the surfacing of a controversial police letter now under scrutiny.
On August 21, 2025, Justice C. O. Agashieze of the Abuja High Court, in Suit No. CV/2902/2025 filed by Jonah Capital Nigeria Limited against Paulo Homes Nigeria Limited, directed the parties to “maintain the status quo” pending determination of the substantive matter. The judge restrained both sides from interfering with the disputed properties, including Paulo Boulevard and Aazik Homes, and adjourned the case sine die.
The ruling means no new construction, sales, or alterations can continue within the affected sections of River Park Estate until further notice.
A Dispute Beyond Land Titles
At its surface, the matter appears to be an ordinary land ownership quarrel. Yet, beneath it lies a tangle of overlapping claims, allegations of forged incorporation documents, and conflicting judgments that have turned the River Park saga into a litmus test for Nigeria’s governance and judicial systems.
The estate, a sprawling residential community long marketed as one of Abuja’s flagship housing projects, has attracted top civil servants, politicians, and diaspora Nigerians seeking a safe haven for investment.
Fakorede’s Controversial Letter
The turning point came when Paulo Homes’ lawyers tendered a letter authored by Police Commissioner Akin Fakorede, dated August 7, 2025. In it, Fakorede instructed that all government dealings regarding River Park Estate be routed exclusively through Paulo Homes, naming its chief executive, Mr. Paul Odili, as the sole owner.
The letter, addressed to the FCT Director of Land Administration and copied to the Abuja Geographical Information System (AGIS) and the Department of Development Control, effectively sidelined other claimants to the estate.
Legal experts argue that its selective circulation could sway agencies that manage land titles and approvals. “It is highly unusual for a police officer to issue such a directive in a matter already before the courts,” a senior lawyer told Daily Trust.
Contradicting the AGF and IGP
The bigger controversy is that Fakorede’s letter directly contradicts earlier instructions from the Attorney General of the Federation (AGF) and the Inspector-General of Police (IGP).
In June 2025, the AGF had directed the police to discontinue criminal proceedings in Charge No. CR/402/25, and to forward the case file for review. Similarly, on July 2, the IGP reportedly ordered Fakorede to expand investigations into allegations of forged CAC filings tied to River Park’s ownership.
But rather than comply, sources say the commissioner doubled down, issuing letters to land agencies and acting as though Paulo Homes’ claim was already settled.
The Shadow of Collusion
Civil society organisations and governance watchdogs are alarmed. By targeting only land agencies in his circulation list, critics say Fakorede’s letter was designed to influence land records before the ministerial committee’s findings are made public.
“This raises fundamental questions about the neutrality of state actors in land matters,” noted Dr. Sarah Mohammed, a land governance researcher. “It feeds into a narrative of collusion between security institutions and vested interests.”
Ripple Effects on Abuja’s Property Market
For Abuja’s real estate sector, the implications are grave. River Park was positioned as a secure, well-planned estate that attracted both local and foreign investors. The court’s freeze means uncertainty for homeowners and developers who have tied billions of naira into properties.
A property consultant told Daily Trust: “This kind of dispute scares away international buyers. They want assurance that their investments won’t be swallowed in litigation.”
For residents, the legal wrangling is more than just headlines , as many described it as a lived reality.
Rule of Law on Trial
Analysts say the River Park dispute is no longer about land alone. It is about whether institutions in Nigeria can resist pressure from powerful interests.
“If a police commissioner can disregard directives from the AGF and IGP, then the bigger danger is institutional breakdown,” argued Dr. Hamza Ibrahim, a public policy scholar.
Demands for Accountability
Civil society groups are now calling for a forensic audit of AGIS and Development Control’s records relating to River Park, as well as an investigation into police correspondence with Paulo Homes. Some have gone further to demand that Fakorede be suspended pending inquiries.
“The credibility of the ministerial committee depends on how these questions are addressed,” said one activist.
Unanswered Questions
Why did Commissioner Fakorede act against clear instructions? Who within the FCT administration may be enabling these manoeuvres? And why is Paulo Homes so determined to secure recognition outside of due process?
Until these questions are answered, analysts say, investor confidence in Abuja’s property market will remain shaky.
The Road Ahead
For now, River Park Estate is quiet ,its streets lined with partly completed structures, its residents caught between hope and anxiety. The court’s order has frozen activity, but not the unease.
As Abuja awaits the findings of the ministerial committee and the resumption of court hearings, the River Park case has become more than a land dispute. It is now a test of Nigeria’s rule of law, and a measure of whether its institutions can rise above private interests.
