The Lagos State Commissioner for Basic and Secondary Education (MB&SE), Mr. Jamiu Tolani Alli-Balogun, has commended the newly developed Strategic Plan by the Office of Education Quality Assurance (OEQA), describing it as a forward-looking policy aligned with the present administration’s THEMES+ Agenda.
Speaking at the official launch and unveiling of the document on Wednesday at the Lagos Chambers of Commerce and Industry (LCCI), Ikeja, Lagos, the Commissioner expressed confidence that the plan would drive much-needed transformation within OEQA and the State’s education sector.
He highlighted key components of the plan, including the proposed automation of private school registration, noting that the initiative would reduce the burden of physical visits to OEQA offices, minimize human interference, and ultimately improve education standards across the State.
“This represents a renewed OEQA that is more focused and professional in partnering with relevant agencies to improve learning outcomes, enhance teacher capacity, and ensure that the future of education in Lagos State is secure, credible, and globally competitive,” Alli-Balogun stated.
In a presentation titled “The Need for Strategic Planning in Public Sector Transformation,” the Permanent Secretary, MB&SE, Mrs. Abisola Dokunmu-Adegbite, emphasized that the initiative would lead to standardized learning outcomes, improved school supervision systems,enhanced accountability frameworks,and continuous quality improvement.
She further noted that the Strategic Plan reflects a deliberate effort to reposition the education sector through structured planning, data-driven decision-making, and sustainable reforms.
According to her, the initiative will not only strengthen institutional capacity but also ensure that policies translate into measurable outcomes that directly impact teaching and learning across schools in Lagos State.
She reiterated that strategic planning remains indispensable for transformation, stressing that education is a cornerstone of development that requires collective commitment from all stakeholders to achieve lasting success.
Earlier, the Director-General of OEQA, Dr. Sulaimon Olagoke Ogunmuyiwa, called for the cooperation and full support of staff in implementing the newly unveiled Strategic Plan.
He explained that the policy simplifies the agency’s mandate with a clear focus on “Regulate, Evaluate, and Monitor to Improve Schools,” adding that its successful execution would require collaboration with key Ministries, Departments, and Agencies (MDAs).
Dr. Ogunmuyiwa further revealed that the initiative was conceived following a comprehensive review of the agency’s operations upon his assumption of office, with the aim of motivating staff and reducing manual processes.
The Director-General explained that the implementation of the Strategic Plan will be driven by the SCRIPT framework, an acronym representing Staff Capacity, Collaboration, Revenue, Improved Governance, Professionalism, and Technology.
He noted that this framework serves as a practical roadmap for achieving efficiency, accountability, and sustainable growth within the agency.
Expanding on this, he stated that Staff Capacity and Professionalism will focus on continuous training and ethical standards for evaluators, while Collaboration will strengthen partnerships with relevant stakeholders across the education sector.
He added that Revenue and Improved Governance will ensure transparency, accountability, and effective resource management, while Technology will drive automation and innovation in school monitoring and regulatory processes.
He disclosed that implementation had already commenced, with training programmes underway and automation processes being introduced to strengthen monitoring and audit systems across schools in Lagos State.
In their goodwill messages, former Acting Director-Generals of OEQA, Mrs. Hameedat Sanni and Mr. Remi Abdul, described the Strategic Plan as a bold and necessary step toward repositioning the State’s education sector. They urged staff to embrace the initiative to ensure its successful implementation.
Also speaking, the Director of Administration and Human Resource, Mrs. Mojisola Bamgbose, described the launch as a defining moment for the agency.
She noted that the document reflects the collective input of stakeholders and emphasized that its success depends on effective implementation, measurable outcomes, and improved service delivery across the board.
It should be noted that the launch of the Strategic Plan is part of the initiatives and achievements of the present Director-General, who recently marked his first 100 days in office with different key reforms wiring the office for more efficient service delivery.
