A Patriot, a Bridge-Builder, and a Living Legacy Through Generations
Major General Paul Ufuoma Omu (Rtd.), OFR, rcds, of Igbide in Isoko South Local Government Area, Delta State, was more than a distinguished officer of the Nigerian Army; he was a guardian of national integrity, a statesman of uncommon depth, and a father whose values did not end with his titles, but blossomed through the destinies of his children.
Born into the soil of Isoko and raised in the discipline that shaped his illustrious life, General Omu exemplified purposeful leadership from the barracks to the corridors of public service. His career in the Nigerian Army reflected the nobility of duty and the conscientiousness expected of those entrusted with the peace and architecture of a nation. Rising through strategic command and administrative roles, his leadership was evidence that a soldier can be both firm and visionary, both a custodian of order and a builder of society.
Between July 1975 and July 1978, General Omu served as the Military Governor of the old South-Eastern State, now, Cross River and Akwa Ibom States. His stewardship in the region was remarkably development-driven, marked by foundational infrastructure and structural reforms that many of today’s civic systems are still standing on. He governed not as a conqueror of territories but as a cultivator of possibilities, thinking beyond military authority to what governance could give to ordinary people.
General Omu’s brilliance as an instructor and policy strategist became even more apparent when he was appointed Commander of the Command and Staff College in 1985, and later became a member of the Armed Forces Ruling Council. Few held such influence, and fewer used it with prudence, vision, and patriotic restraint like he did.
In 1994, history beckoned again, this time not through military command but through national dialogue. He was appointed Chairman of the Constitutional Conference Commission, a position from which he helped shape and guide the constitutional pathway that prepared Nigeria for its democratic rebirth. His intellect and integrity were not just deployed to drafting processes; they became anchors for the nation’s struggle toward civilian governance.
The intellectual policy landscape of Nigeria also found a guardian in him when President Umaru Musa Yar’Adua appointed him Chairman of the Governing Board of the National Institute for Policy and Strategic Studies (NIPSS) in 2009, entrusting him with nurturing the future minds of governance and strategy.
Yet, beyond the nation, General Omu never neglected the heart of every true patriot; his community. As President of the Isoko Development Union (2014–2015), he championed unity, education, and economic elevation for his people, encouraging collaboration over conflict and empowerment over entitlement. His diplomacy was gentle yet firm; his advocacy quiet yet effective; and his love for Isoko unquestionable.
He leaves behind a gracious and formidable matriarch, his wife, Senator Chief (Mrs.) Stella Omu, OON, mni, their children, grandchildren, siblings, and indeed a grateful nation. But in a profound and symbolic way, Major General Omu has not truly “left.” He lives on through the values he planted and the paths he pioneered, none more evident than in the life of his daughter, Mrs. Paula Oghenemari Bellgam, current President and Board Member of Project Victory Call Initiative (PVC-Naija).
A Legacy Extended Through Leadership: Paula, the Light Still Shining
Mrs. Paula Bellgam has become to us at PVC-Naija a reflection, an extension, and a perpetuation of the ideals her father embodied. In her we do not just see the intelligence of leadership; we see the integrity of lineage. In her passion for national development, we trace the echo of a man who believed deeply in Nigeria’s potential. In her discipline, we see the military precision of a father whose word was bond. In her humility, diplomacy, and justice-driven advocacy, we experience the true meaning of legacy, the kind that is inherited not in name alone but in character.
In Paula, the Nigerian patriot has not died; he has multiplied. And in every other “Omu”, his children and grandchildren, we pray this multiplication continues.
A Salute to a Living Legacy
As the Founding President of PVC-Naija and the current Chairman of the Board of Trustees, I celebrate Major General Paul Ufuoma Omu (Rtd.) not only for what he did for Nigeria, but for who he chose to be. His life produced leaders; his values produced nation-builders; his example continues to produce institutions and impact.
We are grateful to have one such living legacy in our midst, in our leadership, and in our nation-building journey at PVC-Naija. We honour Papa today not in mourning, but in continuity, for truly, the greatest tribute to a leader is not in words spoken about him, but in the work continued after him.
May the light of General Omu continue to shine through the Omus he left with us now, and in generations to come.
